MnTech announces the 2025 Tekne Award Winners. These individuals will be celebrated at the 2025 Mntech>Elevate event on November 20, 2025.
Honoring Community Leadership: MnTech Tekne Award Winner Jeff Mader
Minnesota Technology Association is proud to celebrate Jeff Mader, a technology leader whose impact reaches far beyond the CIO role. In 2020, Jeff co-founded CIOs Against Cancer, a movement that has united our tech community in the fight against cancer. Since its inception, this organization has raised over $2.5 million for the American Cancer Society, creating not only financial support for research but also meaningful connections among technology leaders.
Jeff’s story is one of resilience and inspiration. As a cancer survivor, he continues to lead with purpose—championing initiatives like TechSHEroes, a women-focused community under CIOs centered on wellness, and serving as a board member who tirelessly advocates for collaboration and care.
With 85 members and growing, CIOs Against Cancer has become a beacon of what leadership looks like when it’s rooted in service and humanity. At a time when many would step back, Jeff steps forward—building a legacy that will continue to shape the Twin Cities tech community for years to come.

Celebrating Technology Advocacy: MnTech Tekne Award Winner Dr. Ravi Bapna
Minnesota Technology Association is honored to recognize Dr. Ravi Bapna, a visionary leader in analytics, AI, and digital transformation. As the Curtis L. Carlson Chair in Business Analytics and Information Systems at the Carlson School of Management, Dr. Bapna has dedicated his career to advancing the responsible and impactful use of technology.
Through his leadership as Academic Director of the Analytics for Good Institute and the Carlson Analytics Lab (CAL), he has pioneered industry-academia partnerships that bring cutting-edge AI and machine learning applications to life. His work has shaped the MS-Business Analytics program, ranked among the best in the nation, and has been featured in outlets like Sloan Management Review and the Star Tribune.
An award-winning scholar with multiple INFORMS ISS and best paper honors, Dr. Bapna’s influence extends globally—from executive education at NYU Stern to leadership roles at the Indian School of Business. His recent book, “Thrive: Maximizing Well-Being in the Age of AI,” explores how AI can positively transform health, work, education, and everyday life.

Celebrating a Rising Star: MnTech Tekne Award Winner Kelvin Mei
Minnesota Technology Association is thrilled to honor Kelvin Mei, whose journey from high-energy particle physics to medical technology innovation exemplifies what it means to be a true rising star in Minnesota’s tech community.
With degrees from Rutgers University, the University of Cambridge, and Princeton University, and research experience at CERN, Kelvin brought world-class expertise to Medtronic in 2021 as a Senior AI/Data Science Engineer. In just five years, he has made an extraordinary impact—earning multiple patents, publishing scientific abstracts, and presenting at premier industry events like the Heart Rhythm Society conference.
Kelvin’s standout achievement is ECGenie, a cloud-based platform he self-started to accelerate AI model development for cardiac devices. ECGenie has become a foundational capability within Medtronic, enabling scalable, cost-effective solutions that power innovation in life-saving technologies.

Honoring a Legacy of Innovation: MnTech Tekne Award Winner Dr. Kaimin (Kevin) Chen
Minnesota Technology Association is proud to celebrate Dr. Kaimin (Kevin) Chen, a Distinguished Scientist and Technical Fellow at Medtronic, whose groundbreaking work in primary lithium battery technology has powered life-saving medical devices for decades.
Dr. Chen’s journey began in Fujian, China, continued through elite academic programs at Nan Kai University, Northwestern University, and postdoctoral research with world-renowned chemists. His expertise in cathode materials—such as silver vanadium oxide (SVO) and carbon monofluoride (CFx)—led to innovations that transformed implantable device technology.
Over his three-decade career, Dr. Chen spearheaded the development of three generations of hybrid cathode chemistries, enabling smaller, longer-lasting devices that improve patient outcomes worldwide. Today, his work remains the foundation of Medtronic’s battery technology, and he continues to lead next-generation advancements, leveraging emerging tools like AI to accelerate material discovery.

Honoring Excellence in Tech Education: MnTech Tekne Award Winner Dr. Manjeet Rege
Minnesota Technology Association is proud to celebrate Dr. Manjeet Rege, a distinguished academic and industry leader shaping the future of data science and artificial intelligence. As Professor and Chair of the Department of Software Engineering and Data Science at the University of St. Thomas, Dr. Rege has made transformative contributions to education and research.
He also serves as Director of the Center for Applied Artificial Intelligence, driving initiatives that bridge academic research with real-world AI applications. His global impact is evident through the establishment of a chair professorship and analytics lab in his name at Woxsen University in India, honoring his significant contributions to analytics.
Recognized as a Leading Academic Data Leader for 2023 by CDO Magazine, Dr. Rege is a thought leader, author, mentor, and keynote speaker whose insights on AI and machine learning are featured internationally. He advises organizations on data strategy and AI implementation, and his work is widely published in top-tier journals and conferences.

Honoring Community Leadership: MnTech Tekne Award Winner Russell Fraenkel
Minnesota Technology Association is proud to celebrate Russ Fraenkel, a true champion for youth and technology pathways in Minnesota. As Development Advisor for the Minnesota Aspirations in Computing (MnAiC) program, Russ has dedicated his career to helping students discover opportunities and build successful futures.
Russ launched the Minnesota affiliate of MnAiC and helped shape its founding committee, creating a program that has recognized 1,021 honorees and served more than 3,000 students since 2012. His ability to connect people and spark collaboration has made MnAiC a thriving community where students, parents, educators, and industry partners come together to make a lasting impact.
From his early work as Community Education Director for Mahtomedi Public Schools to his leadership at the Minnesota State IT Center of Excellence, Russ has consistently brought energy, passion, and vision to every initiative. His legacy is one of empowerment—helping others see how they can get involved and make a difference.

Celebrating the Public Service Excellence MnTech Tekne Award Winner: Jason Bruns
Minnesota Technology Association is proud to honor Jason Bruns, Director of the Minnesota State Engineering Center of Excellence, for his outstanding contributions to engineering education and industry collaboration.
With a B.S. in Mechanical Engineering from the University of Minnesota and an MBA from Minnesota State University Mankato, Jason brings over 20 years of experience in engineering, operations, and manufacturing leadership—including roles at global companies like GE. Today, he leads initiatives that connect education and industry, fostering programs that inspire the next generation of engineers and strengthen Minnesota’s technology ecosystem.
Beyond his professional achievements, Jason is deeply committed to his community, enjoying time with his wife and four daughters and supporting youth activities.
